Drafting new policies ready for approval

This document is an internal policy of YAPA. Use it to help develop your own agency's internal policies. You will have to make changes to suit your own context and any legal requirements which apply to you.

Policy

YAPA policies will be drafted with the input of staff members.

Procedures

The Executive Officer will draft each policy ready for discussion at the staff meeting, or delegate the writing of specific policies to specific staff members. For example the Financial & Administration Manager will be responsible for drafting some of the financial policies.

Policy topics will be those nominated by staff or Board members.

Draft policies will be presented to the staff meeting for discussion and feedback. If a staff member is not present at the staff meeting they will be given an opportunity to give feedback.

All efforts will be made to reach agreement on the content of each policy, this may include several drafts of a policy being presented to staff over a number of meetings.

Once staff have gained agreement on the content of the final draft it will be forwarded to the Board for approval. If agreement cannot be reached then alternate options can be forwarded to the Board.

The Board may seek further clarification from staff prior to approval of policies.   The Board may amend final drafts at their discretion before approval is given.

If an amendment is made, the policy will be discussed at the next staff meeting and any comments will be discussed at the Board meeting before a final approval is given.

If a staff member/s disagree with amendments made by the Board they are free to raise their concerns during the staff participation or staff representation section of the Board meeting.

The final decision will be made by the Board of Management.
